बृहस्पतिवार को साल के आखिरी दिन और नव वर्ष की पूर्ण संध्या पर प्रधानमंत्री नरेंद्र मोदी इस बहुप्रतीक्षित परियोजना का श्रीगणेश करने जा रहे हैं। एनएचएआई के वरिष्ठ अधिकारी के अनुसार इस परियोजना को देश में हाईवे/एक्सप्रेसवे परियोजनाओं के लिए आदर्श के रूप में प्रस्तुत करने का प्रयास है।
ताकि लोगों को दिल्ली-गुड़गांव एक्सप्रेसवे जैसी समस्याओं का सामना नहीं करना पड़े। इसके पूरा होने पर दिल्ली, गाजियाबाद और एनसीआर के लाखों वाहन चालकों की कठिनाइयों का निवारण होने की उम्मीद है।
एनएच-24 के चौड़ीकरण की परियोजना देश में अपने किस्म पहली अत्याधुनिक एक्सप्रेसवे सह हाईवे परियोजना होगी। इसके तहत ढाई साल के भीतर निजामुद्दीन से यूपी बार्डर होकर डासना और हापुड़ के बीच चलने वाले वाहन चालकों को 14 लेन का रास्ता उपलब्ध होगा। इसके बीच में छह लेन का एक्सप्रेसवे और दोनों ओर चार-चार लेन (कुल आठ लेन) का हाईवे होगा।
पूर्णतः अंतरराष्ट्रीय मानकों पर क्रियान्वित होने वाली इस परियोजना के तहत अनेक छोटे-बड़े ओवरब्रिजों के अलावा कई अंडरब्रिज व फुट ओवरब्रिज, बस स्टैंड और बस शेल्टर का निर्माण भी किया जाएगा। यही नहीं, हाईवे के दोनों तरफ पैदल यात्रियों के लिए फुटपाथ व साइकिल चालकों के लिए साइकिल ट्रैक की व्यवस्था भी होगी। वाहनों को हाईवे के ट्रैफिक से अलग करने के लिए एक्सप्रेसवे के दोनों ओर स्टील के क्रैश बैरियर लगाए जाएंगे।
अत्याधुनिक इंतजाम
परियोजना के तहत एक्सप्रेसवे पर जाने के इच्छुक वाहनों के प्रवेश और निकास के लिए निजामुद्दीन पुल और हापुड़ के नजदीक इलेक्ट्रानिक टोल वसूली व वाहनों की गणना के लिए एडवांस्ड ट्रैफिक मैनेजमेंट सिस्टम लगाए जाएंगे। बसों के लिए जगह-जगह बस वे और बस शेल्टर का निर्माण होगा। इसके अलावा हाईवे पेट्रोल, क्रेन, आपात चिकित्सा, संचार की व्यवस्था भी होगी। वाहन चालकों के लिए जगह-जगह रेस्ट एरिया बनाने का भी प्रस्ताव है।

लंबी परियोजना के कई हिस्से
दिल्ली-मेरठ एक्सप्रेसवे की पूरी परियोजना डेढ़ सौ किलोमीटर लंबी है। शुरू में इसके सर्वाधिक समस्याग्रस्त निजामुद्दीन-हापुड़ हिस्से को पूरा करने का निर्णय लिया गया है। सहूलियत के लिए इसे तीन हिस्सों (पैकेज) में बांटा गया है। पहला निजामुद्दीन पुल से यूपी बार्डर, दूसरा यूपी बार्डर से डासना तथा तीसरा डासना से हापुड़।
पहले दो पैकैज के ठेके सोमवार को दिए जाएंगे। तीसरा पैकेज एक महीने में दिए जाने की उम्मीद है। कुल 50.279 किलोमीटर लंबे इस खंड को ढाई साल में पूरा करने का लक्ष्य है। इसके आगे मेरठ तक छह लेन एक्सप्रेसवे का काम भूमि अधिग्रहण पूरा होने पर प्रारंभ होगा।
निजामुद्दीन-यूपी बार्डर
निजामुद्दीन पुल-यूपी बार्डर का पैकेज 8.716 किमी लंबा है। इस पर 663.60 करोड़ रुपये की लागत आएगी। इसमें यूपी बार्डर पर नया ओवरब्रिज बनेगा। यमुना सेतु के अलावा अक्षरधाम, गाजीपुर व फ्रेट कांप्लेक्स (मछली मंडी) ओवरब्रिजों को चौड़ा किया जाएगा। इसके अलावा मेट्रो लाइन व गाजीपुर नाले के निकट छोटे पुल, पटपड़गंज, लक्ष्मीनगर व गाजीपुर के निकट अंडरपास तथा रिंग रोड व अक्षरधाम के निकट ओवरपास भी चौड़े होंगे।
यूपी बार्डर-डासना
दूसरे पैकेज में यूपी बार्डर से डासना के बीच दो नए बड़े ओवरब्रिज बनाए जाएंगे। कुल 19.284 किमी लंबे इस हिस्से में एक सीआईएसएफ-विजयनगर के बीच और दूसरा लालकुआं के पास बनेगा। बीच में कई अंडरपास, फुट ओवरब्रिज व बस स्टैंड बनाए जाएंगे। इनमें खोड़ा, साईं मंदिर, शिप्रा मॉल, विजयनगर शामिल हैं। इस पैकेज पर 1376.51 करोड़ रुपये की लागत आने का अनुमान है।
डासना-हापुड़
डासना-हापुड़ के 22.279 किमी लंबे तीसरे पैकेज पर 1023.69 करोड़ रुपये की लागत आएगी। इसके तहत पिलखुआ में एक्सप्रेसवे के यातायात को शहर के ऊपर से निकालने के लिए 4665 मीटर लंबी एलीवेटेड रोड बनाई जाएगी।
